Up to 1.5 billion soms will be allocated for business support in 2026

In Kyrgyzstan, a program aimed at the development of small and medium-sized enterprises until 2030 has been developed. This was announced at a briefing by the First Deputy Minister of Economy and Commerce, Choro Seyitov. The document provides for new financial and non-financial support instruments for businesses.

Seyitov noted that this program will differ from previous ones, as the focus will be on active mechanisms to support entrepreneurs. This includes both financial instruments and non-financial measures, such as training, the development of credit products, support for startups, business planning, and the development of business incubators.

In addition, the authorities intend to significantly increase the volume of financial assistance to small and medium-sized businesses. If last year about 300 million soms were allocated for these needs, it is planned to increase this amount to 1.5 billion soms by 2026 through the Entrepreneurship Development Fund.

Financial support will be available for small and medium-sized enterprises, with the exception of the agricultural sector, for which separate programs are provided.

It is expected that entrepreneurs will be able to obtain preferential loans at rates ranging from 6 to 12 percent per annum, depending on the sector of the economy, with part of the interest rates being compensated by the state. Additionally, it is planned to expand access to financing through the Guarantee Fund, which will provide guarantees for loans in cases where entrepreneurs lack collateral.

The authorities are also continuing to develop the creative economy and the IT sector, including the Digital Nomad program. The government has created a consortium to support small and medium-sized businesses, which will combine various assistance tools — bilateral funds, regional development funds, acceleration programs, and entrepreneur support centers.

The creation of a unified platform will allow for the coordination of the work of all institutions involved in business support. According to Seyitov, the development of small and medium-sized enterprises should contribute to an increase in exports. The country also has a "Made in Kyrgyzstan" program aimed at promoting domestic products abroad, and the Export Support Center "Kyrgyz Export" helps entrepreneurs organize participation in international exhibitions and conduct training programs.
