A consortium of institutions to support small and medium-sized enterprises has been established.
This step is aimed at uniting the efforts of various government structures, financial institutions, educational establishments, and international partners to enhance the effectiveness and transparency of entrepreneurship support. The decree is based on Articles 66 and 71 of the Constitution of the Kyrgyz Republic and includes several key points:
1. To create a consortium of institutions engaged in supporting small and medium-sized businesses, the composition of which is specified in Appendix 1.
2. To approve the Regulations of this consortium according to Appendix 2.
3. To appoint the Ministry of Economy and Commerce of the Kyrgyz Republic as the secretariat of the consortium.
4. To determine that:
1) the council of founders of the consortium will formulate the main directions and priorities for the development of small and medium-sized enterprises. The decisions of this council will be mandatory for all consortium members and government bodies;
2) government structures are obliged to support the Ministry of Economy and Commerce in implementing activities for the development of small and medium-sized businesses and ensure priority cooperation with it.
5. The Ministry of Economy and Commerce of the Kyrgyz Republic:
1) shall coordinate the actions of consortium members and monitor the implementation of its decisions;
2) shall take necessary measures arising from this decree.
6. The Cabinet of Ministers of the Kyrgyz Republic must approve the Program for the Support and Development of Small and Medium-Sized Enterprises until 2030 by the beginning of the second quarter of 2026, which will cover all areas of entrepreneurship, including:
1) the development of youth entrepreneurship as a foundation for forming a new generation of entrepreneurs and unlocking the innovative potential of the country;
2) support for women's entrepreneurship to expand economic opportunities for women and increase their participation in business;
3) stimulation of social entrepreneurship aimed at solving socially significant tasks and creating sustainable jobs for vulnerable populations;
4) assistance in the development of entrepreneurship in the regions;
5) creation and support of cluster development to enhance production cooperation, technological integration, and competitiveness of industries;
6) development of the creative economy, contributing to innovative, export-oriented, and culturally significant growth of the national economy.
7. Control over the execution of the decree is entrusted to the management of control over the execution of decisions of the president and the cabinet of ministers of the administration of the president of the Kyrgyz Republic.
8. The decree comes into force ten days after its official publication.
