In particular, preferences will be provided for the import of necessary equipment, technologies, reagents, and semi-finished products for jewelry production. Benefits will also apply to the export of finished products if they participate in international exhibitions and fairs.

A moratorium on inspections by tax authorities has been introduced for two months to legalize previously imported or produced products made from precious metals.
Manufacturers will have the opportunity for voluntary self-assaying of their products, which will confirm the metal's assay. The possibility of reducing assay fees is also being considered.
It will become easier for manufacturers to obtain raw materials: precious metals and stones can be purchased from the state fund at special prices. Raw materials will be provided without the right to resale with a payment deferral of up to 180 days.
A mechanism for preferential lending for jewelry enterprises is also planned to be created in cooperation with the National Bank and commercial financial institutions.
The decree is also aimed at improving quality control: a laboratory for testing and assaying products will be established at Manas International Airport, with the possibility of expanding the network in the regions.
Significant attention is paid to expanding sales markets. The government has been tasked with accelerating the process of mutual recognition of assays within the EAEU to increase the export potential of jewelry products.
Additionally, a digital data exchange system will be implemented, simplifying reporting and eliminating duplication of requirements for manufacturers.
