The goal of the program is to create conditions for achieving high results for Kyrgyz athletes on the international stage and to increase the physical activity of the population. The development of the program is aligned with the National Development Program of the country until 2030.
Key Changes
Mass Sports. The program plans to implement a three-level competition system at the district, regional, and national levels, as well as support for sports sections in educational institutions and enterprises. At the same time, inclusive infrastructure for people with disabilities will be developed.
Digitalization in Sports. The introduction of an electronic system for tracking athletes' achievements is planned, as well as digital passporting of sports facilities and the creation of online platforms. These innovations will be integrated with the "Tündük" portal. Funding for this digitalization is provided for in the Concept of Digital Transformation of the Kyrgyz Republic for 2024–2028.
Support for New Sports. The program will focus on the development of non-Olympic and national sports, including esports. Special attention will be paid to preparations for the World Nomad Games, which will take place in 2026.
Medical Support. Branches of sports medical centers are planned to be opened in each region, and the existing Sports Medicine Center will undergo modernization, including changes in its organizational and legal form and an expansion of its functions and staff.
Center for Youth National Teams Preparation. A unified institution will be created to consolidate the efforts of coaches, children's and youth sports schools, and national teams, which will help eliminate fragmentation in the training of sports reserves.
The program also includes the professional development of coaches and specialists, as well as the implementation of a retraining system. Additionally, the government plans to approve reward amounts for athletes, increase coaches' salaries, and scholarship amounts. Funding for these activities will be discussed in the context of preparing the relevant decisions.
The implementation of this program will not require additional funds from the republican budget. Expenses will be covered by the existing budgets of the State Agency for Physical Culture and Sports, government bodies, local self-government, as well as through public-private partnerships and donor assistance.
