This complaint referred to a video published on October 4 on the Facebook page of Erulan Kokulov, where the event host urged participants to express their gratitude to Kokulov for his organization and to vote for him in the parliamentary elections.
This information was registered on October 8 in the automated information system "Complaints, Accounting and Initiation" (AIS ZHUI) under number 02-050-2025-001898.
After conducting an investigation, on October 13, the Internal Affairs Department of the Pervomaisky District of Bishkek decided not to initiate a criminal case, based on paragraph 2 of part 1 of article 27 of the Criminal Procedure Code of the Kyrgyz Republic, as the elements of the crime were absent.
Erulan Kokulov is a candidate from district No. 28, which includes the Jeti-Oguz and Ton districts, as well as the city of Karakol. There are 160,181 registered voters in this district. The district boundaries fully encompass the city of Karakol, as well as all rural areas of the Jeti-Oguz district: Jargylchak, Barskoon, Orgochor, Kyzyl-Suu, and Jeti-Oguz, as well as the rural areas of the Ton district: Ak-Terek, Ula-Hol, B. Mambetov, and Kun-Chygys.
