At the meeting of the Eurasian Economic Commission Council held on January 30, 2026, important decisions were made regarding the support of the agricultural sector of Kyrgyzstan, as reported by the Ministry of Agriculture.
As part of the new documents, tariff benefits have been established regarding the exemption from import customs duties for a number of goods that have social and economic significance and are imported into the country for domestic consumption and processing:
Cattle meat:
Benefit duration: until December 31, 2026
Volume: up to 5,000 tons
The benefit applies to:
fresh or chilled cattle meat (EAEU HS codes: 0201 …),
frozen cattle meat (EAEU HS codes: 0202 …).
To take advantage of the benefit, it is necessary to provide a confirming document from the authorized body of the member state, indicating the importing organizations, the names of the goods, and their volumes.
The use of meat imported under this benefit is permitted exclusively for meat processing and only at meat processing enterprises. The export of finished meat products produced from the preferential raw materials outside the EAEU is not allowed.
Sugar is also included under these measures:
Duration: until December 31, 2026
Raw cane sugar (subheading 1701 13 EAEU HS)
Volume: no more than 20,000 tons
The benefit can be applied if there is a document from the authorized body of the Kyrgyz Republic confirming the purpose of the goods and containing information about the importers and processing enterprises.
Raw sugar can only be used for processing in the Kyrgyz Republic. White sugar obtained from preferential raw materials is not subject to export to other EAEU member states.
Citrus fruits are also subject to benefits:
Duration of the measure: until December 31, 2026
Exemption from import duties is provided for the following goods:
fresh bananas (0803901000) — 3,000 tons
fresh mandarins (0805210000) — 2,500 tons
fresh table grapes (0806101000) — 1,500 tons
fresh oranges (0805102000) — 1,000 tons
fresh mangoes (0804500001) — 500 tons
fresh kiwis (0810500000) — 500 tons
Cocoa products are also included:
Duration of the measure: until April 30, 2027 (renewed annually)
cocoa butter (EAEU HS code 1804000000) — 300 tons
Main goals of the adopted measures:
- to ensure stable supply to the domestic market,
- to support processing enterprises,
- to curb price increases for socially significant products,
- to develop the agricultural sector of Kyrgyzstan.
