Meeting of the EEC Council in Moscow. What benefits have been granted to Kyrgyzstan

Daniyar Amangeldiev, the First Deputy Prime Minister of Kyrgyzstan, made a working trip to Moscow, where he participated in the latest meeting of the Eurasian Economic Commission (EEC), according to information from the press service of the Cabinet of Ministers.

The agenda included 32 issues covering topics such as customs and tariff regulation, industrial cooperation, phytosanitary measures, and financial support for joint projects.

One of the main decisions was to amend the regulatory framework of the EAEU to ensure food security. Kyrgyzstan received tariff preferences for the import of raw cane sugar. According to the new decision, the republic is exempt from paying import customs duties on an amount of up to 20,000 tons until the end of 2026. This will support local processing enterprises and stabilize sugar prices in the domestic market.

At Kyrgyzstan's proposal, the EEC Council approved the extension of customs benefits for turboprop civil aircraft. The duration of these benefits has been extended until December 31, 2028, aimed at modernizing the aviation fleet and expanding the network of regional air transportation within the Union.

A project for a Protocol to amend the EAEU Treaty was also approved, which will be an important step in supporting the agricultural sector. This document envisages the launch of a financial assistance mechanism for joint cooperative projects in the agro-industrial complex funded by the Union's budget.

Previously, such support was exclusively for industry, but now preferential financing will also be available for intergovernmental agricultural projects, which will help stimulate import substitution and increase the export potential of EAEU countries.

The EEC Council also made adjustments to the rules of quarantine phytosanitary control within the Union, aimed at:

- creating more favorable conditions for honest market participants;

- combating dishonest entrepreneurs providing false information about product recipients;

- increasing the efficiency of control and ensuring quarantine safety across the EAEU space.

Additionally, a decision was made to provide tariff benefits on raw materials for the food industry. Until April 30, 2027, products such as non-defatted cocoa paste, cocoa butter, and cocoa fat are exempt from import duties.

This measure will ensure a stable supply of quality raw materials for confectionery enterprises in Kyrgyzstan, reduce the cost of finished products, increase their competitiveness, and help control price growth in the domestic market.
