The EEC Council supported Kyrgyzstan's strategic project within the EAEU

During the meeting of the Eurasian Economic Commission (EEC) Council, held in a videoconference format, Daniyar Amangeldiev, the First Deputy Chairman of the Cabinet of Ministers of the Kyrgyz Republic, participated.

The agenda included the consideration of the agreement on electronic trade in goods within the framework of the Eurasian Economic Union, which received the approval of the EEC Council.

The purpose of this agreement is to create clear and transparent rules for electronic trade in the internal market of the Union.

The document will facilitate mutual electronic trade within the EAEU, protect the rights and legitimate interests of participants in this trade, and regulate their interactions.

During the meeting, value norms were established, allowing the import of electronic trade goods into the customs territory of the EAEU without paying duties on amounts up to 200 euros for individuals.

In addition, the EEC Council approved unified customs duty rates on electronic goods purchased by individuals, set at 5% of their value, but not less than 1 euro per kilogram, with some categories of goods excluded.

It was also decided to introduce labeling for certain types of food and perfume-cosmetic products, as well as personal hygiene and household chemical goods. The EEC Council members determined that the dates and procedures for labeling will be established by each country independently.

At Kazakhstan's proposal, changes to anti-dumping measures regarding graphitized electrodes imported from China into the EAEU territory were approved.

This decision allows for the annual import of graphitized electrodes in established volumes for Kazakhstan, Armenia, and Belarus.

The Council also approved a project for organizing the production of personal computer system units in Russia in collaboration with companies from EAEU countries, which includes subsidizing interest rates on loans for the implementation of this project.

The main goal of this project is to create a competitive production of system units for domestic and foreign markets in Russia.

The Kyrgyz side, represented by LLC "Kyrgyzelektronika," will participate in this cooperative project by supplying metal cases for system units.

Additionally, the Kyrgyz Republic proposed to exempt from customs duties goods imported in 2026 for international events, such as the meeting of the Council of Heads of State of the Shanghai Cooperation Organization and the VI World Nomad Games.

This issue will be discussed and possibly approved at the meeting of the Eurasian Intergovernmental Council on December 11, 2025, in Moscow.

The EEC Council members also agreed on the agendas for the meetings of the Eurasian Intergovernmental Council and the Supreme Eurasian Economic Council scheduled for December 2025.
