At the meeting of the Committee of the Jogorku Kenesh on industrial policy, transport, and construction on February 3, Kongantiev raised the question of who decides on the rates at which employees of the Ministry of Construction receive their salaries. Deputy Minister Talant Imanakun uulu explained that over 2000 workers are fully self-sufficient and pay taxes. He also noted that there is a government resolution regarding the registry of paid services, the cost of which is approved by the Antimonopoly Regulation Service.

Kongantiev emphasized that this issue should be discussed during the government hour.

“Since the body with control and administrative functions finances itself, this can lead to corruption and monopoly. Why not transfer the Ministry of Internal Affairs or the Prosecutor's Office to self-sufficiency then? History has examples where special accounts existed in the Prosecutor's Office, which were abolished due to corruption schemes. I believe this is a precedent. Today it's the Ministry of Construction, tomorrow it could be the Ministry of Energy and others. The very principle raises doubts. I support the idea of high salaries for specialists, but it is necessary to reconsider how funds are distributed and where they come from,” noted the committee chairman.
