Territorial Exchange Between Kyrgyzstan and Tajikistan: Residents of Batken District Request Compensation Lands After the Transfer of Their Former Territories to Neighbors

Residents of the Batken region, located on the border with Tajikistan, are requesting the allocation of new land plots in exchange for those that were transferred to the neighboring country. Local residents shared this with a correspondent from Turmush.

According to them, preparations for spring fieldwork are actively underway in the region, and they fear they may be left without a harvest this year.

In the village of Kara-Bak, as a result of border clarification with Tajikistan, 286 hectares of land were transferred to the ownership of the neighboring state, including agricultural lands. Residents insist on the urgent allocation of alternative plots, as the time for starting fieldwork has already arrived.

“We are very worried that the land has not yet been allocated. If the process were moving faster, we would have the opportunity to bring water, plow, and prepare the soil for sowing. But so far, there are no updates. We, the farmers, have appealed to local and regional administrations, to the president. The deputy governor promised that everything would be resolved in March, and a government resolution should be issued. We hope this process speeds up, as land is our main source of income. If we are late with sowing, it will be a huge problem for us,” shared his concerns Tursunali Tolomushev, a resident of Kara-Bak.

According to representatives of the district administration, the procedure for issuing land in the Tangnam area will begin immediately after the relevant resolution of the Cabinet of Ministers of the Kyrgyz Republic is adopted.

During the delimitation of the border between Kyrgyzstan and Tajikistan, an exchange of land plots in the Batken and Leilek districts was agreed upon. As a result, Kyrgyzstan received 400.6 hectares, while Tajikistan received 351.86 hectares.

According to the order of the Chairman of the Cabinet of Ministers dated April 9, 2025, a special commission was established in the Batken region to address issues arising from the exchange.

The commission conducted an inventory of the lands that passed from Tajikistan to Kyrgyzstan and clarified the status of agricultural lands and social facilities.

The work on clarifying the border lines has been completed, and based on this, agricultural lands in the Kara-Bak ayil okmotu were exchanged for Tajikistan's plots.

Currently, special proposals for the distribution of plots among local residents have been prepared, and the draft resolution of the Cabinet of Ministers has already received a positive conclusion. Meanwhile, the Batken branch of the State Agency for Land Resources is preparing topographic surveys for further delineation of the plots.

After the official adoption of the Cabinet of Ministers' resolution, the issuance of land will be carried out in a legal manner,” the message states.

Turmush also reported that the resettlement of residents from border areas with Tajikistan has been completed in the Batken region.

This procedure was carried out in accordance with the directives of the Intergovernmental Working Group on Border Demarcation. Currently, the transfer of territories to Tajikistan and the acceptance of plots from the Isfara, B. Gafurov, and J. Rasulov districts of Tajikistan into Kyrgyzstan is ongoing.

According to the decisions of the joint demarcation commission:

- Tajikistan received 181 residential houses, 133 vacant land plots, and 8 social facilities located in the settlements of Dostuk and Dөbө, as well as on the plots of Tash-Tumshuk, Kok-Terek, and Mazeit.

- In exchange, Kyrgyzstan received 198 residential houses, 84 vacant land plots, and 12 social facilities located in the villages of Somoniyon and Kojo-Aylo, as well as on the plot of Orto-Boz.

All transferred objects are under the protection of the relevant internal affairs and border service authorities of Kyrgyzstan.

In February 2025, the head of the State National Security Committee, Kamchybek Tashiev, reported at a meeting with deputies of the Jogorku Kenesh about land exchanges between Kyrgyzstan and Tajikistan, including details regarding the Leilek district of the Batken region:

“The Kyrgyz side received 155 hectares of the Kairagach plot in Tajikistan, as well as 35 hectares of the Kairagach enclave, totaling 190 hectares. In exchange, Kyrgyzstan transferred 21 hectares of the Saada plot, 23.5 hectares of the Razakov plot, and other plots, including 65 hectares of Kara-Bak, which also totaled 190 hectares,” he explained.

According to him, the Kyrgyz side transferred smaller plots but received more significant territories as a result of the exchange, which became a subject of discussion.

“As a result of mutual concessions, we were able to obtain 25 hectares of agricultural land in Lakkon instead of the 12 hectares transferred. Thus, we not only preserved our interests but also expanded opportunities for development,” Tashiev added.

In March 2025, the presidents of Kyrgyzstan and Tajikistan signed a Treaty on the Delimitation and Demarcation of the Border, which was an important step in addressing land-related issues.
