Owners of private houses will be able to legally organize parking spaces on their plots if the land is designated for individual housing construction. This will allow residents to park their cars in the yard for a fixed fee. It will also be possible to create parking lots of various sizes — from two to ten spaces, depending on the area of the plot and compliance with urban planning and sanitary standards.
This initiative is a response to the growing number of cars in the city: about 468 thousand vehicles are registered, and considering temporary users, their number reaches 700 thousand. This leads to cars often being left on the roadside, sidewalks, and in green areas, creating additional strain on street infrastructure.
It is expected that the new measure will help reduce parking chaos along the roads, decrease traffic load, and facilitate the movement of public transport and emergency services.
In this regard, the draft Decree of the President of the Kyrgyz Republic instructs the Bishkek city administration to approve a procedure that will regulate the organization of parking spaces by owners of individual residential houses, as well as establish tariffs for these services. It is noted that the project will be implemented on a preferential basis: participants in the pilot project will have a simplified registration process and special conditions.
The pilot period will last until February 1, 2027. After this period, an assessment of the results will be conducted, and based on it, a decision will be made on the permanent implementation of this practice.
Currently, the draft Decree of the President of the Kyrgyz Republic is in the stage of public discussion and coordination with various ministries and agencies of the country.
