According to municipal representatives, all public catering establishments, such as cafés and restaurants, are required to provide their customers with a sufficient number of parking spaces. This requirement arises from the fact that, despite the updating and expansion of the road infrastructure, many motorists continue to leave their cars along the roadway, leading to traffic jams.
The city authorities are actively conducting explanatory work with the owners of various commercial establishments, emphasizing the need to organize convenient parking areas.
However, as noted by the city hall, not all establishments fully comply with these requirements. For example, the café "Atabek," which received a warning on January 9, 2026, has only 25 parking spaces, whereas, considering its capacity of 200 people, it should have at least 120 spaces.
As of today, 35 cafés in Osh have already adapted to the new requirements and equipped parking zones for their customers.

Turmush reported in early October 2025 that establishments such as restaurants and shopping centers without parking will be forced to cease operations.
This measure has been adopted to ensure the safety of both residents and visitors to the city, as well as to reduce traffic congestion. It will come into effect on November 1.
The city hall emphasized that each establishment must have its own parking and recommended that all businesses organize the necessary parking spaces as soon as possible.

The head of the city of Osh, Jenishbek Toktorbaev, stated at the session of the Osh City Council on September 10 that cafés located in the city center may be disconnected from water and electricity supplies in the absence of parking.
He noted that establishments such as "Atabek," "Zhany Door," and "Islambek" must build parking zones. "We have had discussions with them. If they do not provide parking, electricity will be disconnected. Previously, 2-3 cafés ignored warnings and were disconnected," the mayor added.
