Pilot project. Paid parking will be officially allowed on the territory of private houses in Bishkek

In the capital of Kyrgyzstan, Bishkek, owners of private houses will have the opportunity to organize paid parking spaces on their plots designated for individual housing construction (IHC).

According to the city hall, residents will be able to legally leave their cars in their yards and also arrange parking lots of various capacities – from two to ten or more spaces, depending on the area of the land plot and compliance with established sanitary and urban planning standards.

The reason for implementing this project lies in the growing number of cars in the city: about 468 thousand vehicles are registered, and considering visitors, their number reaches 700 thousand daily. This leads to cars often being left on the roadside, sidewalks, and in green areas, thereby creating a significant burden on street infrastructure.

It is planned that the new initiative will help organize parking along roads, reduce traffic load, and facilitate the movement of public transport and emergency services.

According to the draft decree of the President of the Kyrgyz Republic, the Bishkek city hall will be tasked with approving the rules regulating the organization of parking spaces on private house plots, as well as determining the tariffs for the services provided. The project will be implemented in a pilot mode, which will involve simplified conditions for participants.

The pilot project will last until February 1, 2027, after which its results will be evaluated and a decision will be made on the possibility of permanent implementation of this practice.

Currently, the draft decree of the President is undergoing public discussion and coordination with the relevant ministries and departments of the Kyrgyz Republic.
