
As part of the public hearings dedicated to the General Plan of Bishkek for the period until 2050, residents proposed a number of initiatives, including the construction of cable cars, highways, and multi-level parking. The city administration provided clarifications on each of these proposals.
Regarding the highways, the city administration stated that this proposal will be taken into account in further planning.
In response to a question about the cable car, representatives of the department noted that this mode of transport cannot replace existing street and off-street public transport systems. Cable cars are effective when it is necessary to overcome significant elevation changes or obstacles where the construction of other routes becomes economically unfeasible.
Additionally, during the hearings, residents suggested that all developers ensure the construction of multi-level parking in each block, arguing that such structures take up less space and require lower costs compared to shopping centers or residential buildings, as they are primarily concrete constructions. One participant cited Chicago as an example, where, according to him, the presence of multi-level parking in every neighborhood helps avoid traffic jams, as each such parking facility can accommodate up to a thousand cars.
In response, the city administration clarified that the General Plan only envisions the creation of large multi-level parking facilities near popular places, such as markets. At the same time, the issue of parking in courtyards goes beyond the General Plan and should be addressed at the stage of developing detailed plans and designs.
Moreover, the General Plan recommends considering the possibility of constructing multi-level parking within walking distance from existing residential areas with high-density development. It is also important to comply with regulatory requirements for parking placement in new residential areas while maintaining a balance between green spaces and public areas, such as playgrounds.
Furthermore, the city administration confirmed that all existing green spaces and historical monuments in Bishkek will be preserved, and plans are in place to increase the overall area of green spaces.
