The Parliament of Kyrgyzstan adopted a bill aimed at reducing the level of begging in the first reading.

Today, March 4, during a meeting of the Jogorku Kenesh, deputies discussed the draft law "On Amendments to Certain Legislative Acts of the Kyrgyz Republic," which affects the Code of Offenses and the Law on External Migration.

The information about the project was presented by Deputy Minister of Internal Affairs Oktobyr Urmambetov.

According to Urmambetov, the aim of the draft law is to reduce the level of begging and eliminate its negative impact on public order. It is also planned to enhance road safety by removing begging from the roadway and to protect vulnerable groups from exploitation.

The draft law includes legal norms that introduce liability for intrusive begging in public places, especially on roads. Additionally, it aims to prevent the involvement of vulnerable groups in begging by applying strict sanctions for such actions. It also provides for the establishment of a legal basis for the expulsion of foreign citizens who systematically violate the laws.

During the discussion, deputy Ilimbek Kubanychbekov emphasized the problem of fraud when funds are raised for expensive treatments abroad, which undermines public trust and harms those who genuinely need help. He proposed developing a cooperation mechanism with the Ministry of Health to verify diagnoses and the legitimacy of fundraising.

Deputy Dastan Bekeshev raised the issue of the insufficient response of law enforcement and social services to cases where children are involved in begging. Toktobubu Ashymbaeva also noted the need for measures against such cases.

Kamila Talieva highlighted the importance of conducting raids to identify individuals engaged in begging, adding that assistance to those in need should be provided through charitable organizations. Deputy Mahabat Mavlyanova agreed that begging on the roads poses a threat to road safety and supported the draft law. As a result of the discussion, the draft law was adopted in the first reading.
