
At a meeting of the Committee of the Jogorku Kenesh on international affairs, defense, security, and migration, a draft law "On Amendments to Certain Legislative Acts of the Kyrgyz Republic" was discussed and approved in the first reading. This draft law affects the Code of Offenses and the Law on External Migration. The information was presented by Deputy Minister of Internal Affairs Nurbek Abdieff.
As Abdieff noted, the main goal of developing this draft law is to reduce the level of begging, which negatively affects public order and road safety. In particular, the draft law aims to eliminate begging on the roadway and protect vulnerable groups of the population from exploitation.
Among the key tasks of the project is the establishment of legal norms that will define responsibility for intrusive begging in public places, including roads. Measures are also provided to prevent the involvement of vulnerable citizens in this activity, with the introduction of strict sanctions for such actions. Furthermore, the draft law provides a legal basis for the expulsion of foreign citizens who repeatedly violate established norms.
During the discussion, Deputy Burun Amanova noted that begging on the roadway poses a danger, including to road safety.
Additionally, Deputy Medina Kairylbekova raised the issue of offenses committed by foreign citizens.
The deputies also supported in the first reading the draft law on the ratification of the agreement between the Cabinet of Ministers of the Kyrgyz Republic and the government of the Republic of Belarus on readmission, signed on September 29, 2025, in Minsk.
