On March 9, 2026, during a meeting of the Committee on Agricultural Policy, Water Resources, Subsoil Use, Ecology, and Environmental Protection of the Jogorku Kenesh, Deputy Altynbek Kylychbaev raised the question of whether the commission responsible for the development of deposits would be held accountable for its decisions in the future.

In response, the Deputy Minister of Natural Resources, Ecology, and Technical Supervision, as well as the Director of the Kyrgyz Geological Service, Amantur Dzhumaev, confirmed that the commission would be accountable for its decisions going forward.

Kylychbaev also noted that legal disputes between the companies OsOO "Darhum Kuruulush" and OsOO "Ken-Ordo" have been ongoing since 2014 due to licenses issued earlier.

“The licenses were first transferred to one company, then to another. Your decisions changed 6-7 times a year. Who is responsible for this?” he asked.

The Deputy Director of Kyrgyzgeology, Ruslan Kalilov, noted that the commission is responsible if its decisions turn out to be incorrect; however, specific details will be provided later after all circumstances are clarified.

At that time, the results of the work of the Ministry of Natural Resources, Ecology, and Technical Supervision for 2025 were being discussed.

- the founder and head of OsOO "KEN-ORDO" is Nabiev Azamat Burkhanovich;

- the founder and head of OsOO "Darhum Kuruulush" is Turkbaiyev Salymbek Nurbekovich.

According to the Ministry of Natural Resources:

- "KEN-ORDO" holds a valid license for the "Kench" site, located on the southern flank of the 12 Sulyuktinskoye brown coal deposit.

- at the same time, "Darhum Kuruulush" previously owned a license for the "Kench" site, which was annulled by protocol No. 10-N-2023 dated February 16, 2023.

The Sulyuktinskoye brown coal deposit, according to data from "Kyrgyzkomur," is located in the western part of the South-Fergana brown coal basin, on the northern slopes of the Turkestan Range, between the rivers Isfana and Leilek.

Jurassic coal-bearing deposits extend in a narrow strip 1-4 km wide over a length of 30 km. The surface elevation varies from 1175 m to 1813 m. The deposit is bounded to the north and south by the Bely-Alma and Orton-Tuz ridges, composed of Paleozoic rocks.

By 2014, the western part of the deposit had already been worked out, while the central part (field No. 8/11) remains in reserve, covering an area of about 20 km². The coals from Sulykt are used as an energy source and can also be applied for the production of generator gas in gas generators.

Coal mining in this area is carried out exclusively by underground methods using vertical or inclined mine shafts.
