Mayor of Bishkek on the scandal surrounding former deputy Kongantieva: Some city council members use municipal property for personal interests

The Mayor of Bishkek, Aibek Junushaliev, revealed in an interview with Azattyk that some members of the city council are using municipal property for their own interests. This statement was a response to information that former member of the Jogorku Kenesh, Kuanychbek Kongantiev, allegedly owns over 100 real estate properties in the capital.

In his comments, Junushaliev reminded about the data that was discussed on January 30, 2025, during a conflict with deputies from the "Zhańy Kүch" faction. According to him, the nine recorded cases of land plots rented by deputies account for only 10-15% of the entire situation. These materials have already been handed over to law enforcement agencies for further investigation.

“When I voiced this information, it was sent to law enforcement agencies for verification. However, it should be noted that we provided data not only about deputies but also about former heads of the mayor's office. It is necessary to thoroughly investigate whether municipal property was leased or privatized, including cases involving our relatives. We insist on a full investigation, and if illegal actions are confirmed, the property must be returned to the ownership of the mayor's office. It is important to increase the city's non-tax revenues and expand the financial base,” the mayor emphasized.

At one of the faction meetings, deputy Maksat Toktogulov reported that one of his colleagues rented a plot from the mayor's office for 66,000 soms per month and then subleased it for 9,000 dollars. At that time, Kongantiev, who was serving as the faction leader, suggested contacting law enforcement agencies in case of illegal actions being identified.

The released video claims that Kongantiev, while being a deputy and heading the land commission, rented plots at a reduced price and then registered them in his name. Allegedly, multi-story buildings and commercial structures were built on these plots, and the property is registered in the name of his mother and other relatives.

Junushaliev emphasized that if illegal use of municipal property by officials or deputies is proven, they will be held accountable. Also, in response to rumors about his involvement in such abuses, the mayor stated that he is transferring all available data to law enforcement agencies. He is ready to take responsibility if his involvement or that of his close ones in these actions is established.

“Since the beginning of our work, we have had conflicts with the Bishkek City Council on these issues. We have stated directly: do not interfere in the activities of the executive branch and do not force leaders to resolve personal issues. We continue to insist on this position,” the mayor added.
