A group of 75 signatories, including scholars, former deputies, and representatives of society, has addressed President Sadyr Japarov and Speaker of the Jogorku Kenesh Nurlanbek Turgunbek uulu with an urgent request to hold new presidential elections in Kyrgyzstan.

With the beginning of 2026, Kyrgyzstan has entered a new era with the work of the renewed Jogorku Kenesh. This event allows us to assess the achievements and problems that have arisen in the country during the years 2021-2025. We are confident that during this time Kyrgyzstan has achieved significant successes.
Firstly, thanks to the wise policy of the new leadership, stability and order have been established in the country.
Secondly, the army, which was previously in decline, has significantly strengthened over the past five years and is now ready to defend our interests.
Thirdly, the issue of borders with neighboring countries, such as Uzbekistan and Tajikistan, has been successfully resolved thanks to the active work of the new government.
Fourthly, the fight against corruption has yielded noticeable results: if before 2020 only 200 million soms were received in the budget, over the past five years this amount has increased to 352 billion soms.
Fifthly, organized crime, which previously influenced the appointment of officials, has been significantly weakened.
Sixthly, over the past five years, the social situation has improved: new schools, roads, and cultural and sports facilities have been built.
However, alongside these successes, there are serious challenges that require attention. Let us list them.
Firstly, the growing national debt of Kyrgyzstan, which is approaching 9 billion dollars, and according to some data, up to 12 billion dollars, is a cause for concern. This is happening against the backdrop of profits from "Kumtor," which amounted to 5 billion dollars during the same period.
Secondly, rising prices for goods and services are leading to the impoverishment of the population: about two million Kyrgyz citizens, of which one million are children, live in poverty.
Thirdly, the share of industry in the country's gross product remains low, not exceeding 10 percent, while the trade and services sector accounts for more than 50 percent.
Fourthly, the outflow of the working-age population, especially youth, continues in search of better living and working conditions in other countries.
These factors lead us to conclude that the first stage of the current leadership's work has been completed, and it is necessary to move on to the second stage, which will require new efforts and a qualitative approach.
Questions regarding the presidential elections are actively discussed in society. The main disputes are related to the differences between the old and new constitutions that regulate the election process.
The current president was elected in 2021 under the previous constitution, while the new constitution, adopted in a referendum in April 2021, establishes a five-year term for the head of state. According to the law that came into effect on May 5, 2021, it is stated that the president elected in 2021 will serve for 6 years, which is considered the first term under the new constitution. Disputes among lawyers and politicians regarding the necessity of early elections continue to escalate.

In light of all the aforementioned challenges and disputes surrounding the elections, we urge you, as the president of the country and the speaker of the Jogorku Kenesh, to promptly initiate new presidential elections in Kyrgyzstan. This will help avoid misunderstandings and ensure clarity in public opinion.
We are confident that a new president, who has the trust of the people, will be able to continue successful initiatives and work on solving current problems, which in turn will contribute to the prosperity of Kyrgyzstan.
