Today, March 11, President of Kyrgyzstan Sadyr Japarov spoke at a parliamentary session where a ceremony was held for some members of the Cabinet of Ministers to take their oath, and he addressed the deputies of the Jogorku Kenesh.
In his address, the head of state emphasized important aspects such as public unity, personnel policy, education, digitalization of public administration, and the fight against corruption.
He also mentioned a recent incident in parliament when some deputies attempted to create a division by opposing different sides.
“We prevented this in time. You, as representatives of the people elected through elections, must remember: if this happens on your part, where will the ordinary people go? Let’s avoid such actions, as they threaten the statehood,” emphasized Sadyr Japarov.
The president noted that in recent years, active work has been carried out to eliminate the practice of regional divisions that have developed over decades.
“I have long taken on the commitment to permanently end this division that has persisted since past times. Over the past five years, such divisions have practically disappeared thanks to the rotation of akims, judges, and other civil servants. This practice is already yielding positive results,” he added.
Speaking about the future, S. Japarov talked about plans to implement a similar principle in the higher education system.
“With God’s help, starting next year, we will begin rotation among students as well. Of the 10,000 budget places, 5,000 will be allocated for students from the north, and the other 5,000 for students from the south. Students from the north will study in the south, and those from the south will study in the north,” he noted.
Initially, it was planned to launch the project earlier, but its implementation was postponed for a year.
“Due to a lack of funds related to hosting major international events in the country, the launch was delayed. Modern student dormitories will be built in seven regions, as well as in Bishkek and Osh,” the president reported.
He also discussed the preparation of future managerial personnel and emphasized the importance of the "Akyiman" school.
“Graduates of this school, even after finishing higher educational institutions, will not be left without work. If there are no vacancies, we will free up places to hire them. The state invests billions in their education, as we are preparing highly qualified personnel,” said S. Japarov.
The president specifically addressed issues of combating corruption, emphasizing the need to continue anti-corruption policies.
“Recently, we were looking for a candidate for the position of Minister of Emergency Situations: out of ten proposed candidates, nine received the conclusion - ‘corrupt.’ I wondered if there are any worthy candidates left in Kyrgyzstan for this position. We promised the people to work honestly and eradicate corruption, and we must keep that promise,” the president stated.
He also noted the importance of accelerating the digitalization of public administration, including the work of parliament.
“If we do not transition to an electronic parliament, we will lose significant funds on paper and other materials. Since 2020, 65 tons of A4 paper have been used,” the president added.
In this regard, he proposed to transfer the activities of parliament to an electronic format.
“Let’s provide deputies with tablets and laptops, creating an electronic parliament. Forget about paper and pens – this is the demand of the time. Developed countries transitioned to this 30 years ago,” concluded the president.
In conclusion of his speech, Sadyr Japarov answered deputies' questions about the further directions of the socio-economic development of the country and the implementation of state programs.
