Debts Remain for Construction Projects in the City of Osh Under Mayor Toktorbaev — The President Has Given Instructions

The issue of the debt of the Osh city administration to private developers, accumulated over the past year, will be resolved at the state level. This became known on March 17 during a meeting between the Minister of Construction Nurdana Oruntaev and business representatives.

At previous meetings with developers who were involved in improving the city's infrastructure, the need to settle the debts was raised.

Construction companies that carried out work on street asphalting, installation of fences, and improvement of the car market reported debts ranging from 6 to 300 million soms. In total, more than 10 major contractors are awaiting payments.

The work was carried out on the principle of parallel design, and the city administration recommended that the companies start, promising to pay upon completion. However, with the arrival of new leadership, payments were suspended.

According to the minister, funds for the payments will be allocated from the republican budget and the Stabilization Fund of Kyrgyzstan.

Entrepreneurs were informed that payments would be made only after verifying the legitimacy of the construction and confirming the volume of completed work. "You know, in 2025, intensive construction was taking place in Osh, but many projects remain unfinished. Currently, 10 facilities are fully completed, while 24 are on hold," noted Oruntaev.

The main reason for the delay in payments was the lack of project and estimate documentation (PED) and violations of regulations. Without the necessary documents, the city administration could not legally transfer the funds.

According to the directive of President Sadyr Japarov, the Ministry of Construction has developed a crisis exit plan that includes two stages:

- First stage (unfinished facilities): All unfinished facilities will be transferred to the balance of the Ministry of Construction, which will take over the collection of documentation and control over the completion of work, after which settlements will take place.

- Second stage (completed facilities): A special commission will be created for nine facilities whose construction has been completed. After checking the compliance of documents and the quality of work, entrepreneurs will receive their money.

The minister also reported that funding sources have already been identified, and payments will be guaranteed by the state.

Meeting participants were informed that the completion of the construction of the new building of the Osh city administration will be handled by the Presidential Administration.



At the session of the Osh City Council, held on March 4, 2026, the fact of the start of an audit of the Osh city administration's budget by the Audit Chamber was announced.

To obtain a state loan of 2 billion soms, the city administration provided four municipal enterprises as collateral.

According to information from the municipality, the list of collateral assets included:

- The Osh city landscaping and greening combine;

- The municipal transport enterprise;

- The Osh water supply and sewage enterprise;

- The municipal enterprise "Osh bus station".

Former Osh mayor Jenishbek Toktorbaev reported on March 9 about receiving a loan from the Cabinet of Ministers. The funds were allocated for a six-year term with an interest rate of 1% and a grace period of one year, with financing carried out in two tranches of 1 billion soms each. "These funds are directed towards the development of urban infrastructure. We appealed to the government and the Jogorku Kenesh, and thanks to the support of the deputies, the financing was approved," noted the former mayor.

Turmush also reported on the suspension of repair work in the building where the Osh city administration and the presidential representative's office in the Osh region are located.

No official information was provided about the financing plans for this work, but some experts estimate the amount at 600 million soms.

The work was completed for an amount, according to unofficial data, ranging from 190 to 200 million soms.



The building was fully transferred from the balance of the State Property Fund to the balance of the Municipal Property Management of the Osh city administration. It has been about 70 years since its construction, and no major repairs have been carried out in it.

On February 18, 2026, Jenishbek Toktorbaev was relieved of his duties as mayor of Osh, a position he held since January 2025.

Janarbek Akayev has been appointed as the new mayor of Osh.

The personnel changes were initiated by President Sadyr Japarov.
