The President of the Kyrgyz Republic, Sadyr Japarov, has signed a decree concerning the improvement of working conditions for employees in the budget sector.
The decree aims to enhance the wage conditions for budget sector employees and provide material incentives in accordance with Articles 66 and 71 of the Constitution of the Kyrgyz Republic.
Starting from April 1, 2026, the following will be established:
1) an increase in salaries with alignment, rounding, and the introduction of a presidential compensation payment of 15,000 soms per position for employees in education, healthcare, culture, information, and sports, as well as social protection, excluding technical and junior support staff;
2) a presidential compensation payment of 5,000 soms per position for technical and junior support staff in budgetary institutions, as well as for civilian and contract personnel of law enforcement agencies and the Armed Forces.
Starting from September 1, 2026, the following will be introduced:
1) an increase in the allowance for complexity, quality, and results of work, as well as for irregular working hours, up to 50% of the official salary for employees of territorial and subordinate divisions of state bodies;
2) a presidential compensation payment of 15,000 soms for employees of subordinate and territorial divisions of state bodies, excluding certain categories such as law enforcement agencies and the Armed Forces, as well as other specialized services.
The Cabinet of Ministers has been instructed to take measures arising from the decree and to amend the law on the republican budget for 2026 and the planning period for 2027–2028.
Control over the implementation of the decree has been assigned to the management of monitoring the execution of decisions of the President and the Cabinet of Ministers. The decree comes into force from the moment of its official publication.
