The law signed by Tokayev includes measures to restrict the dissemination of information about the promotion of pedophilia and non-traditional sexual orientation in public places, mass media, telecommunications networks, and online platforms. Senators noted that the main goal of this legislation is to protect children's rights.

On November 12, the Mazhilis adopted a bill to ban LGBT propaganda in the country. With the introduction of new norms, content related to these topics will be labeled as containing an age restriction of 18+. The consideration of the law in the Senate was scheduled for December 4; however, it was removed from the agenda due to the need for additional elaboration on certain aspects.

The Ministry of Culture reported that they analyzed international experience and found no evidence to support concerns that such norms could lead to increased aggression or social isolation of certain groups. Deputy Minister Yevgeny Kochetov noted that stricter restrictions have been introduced in other countries, but the negative reaction mentioned by opponents of the amendments was not observed there.

The Senate approved the law banning LGBT propaganda in Kazakhstan on December 18.
