Senators emphasized that phonograms will only be allowed for creating television content and in places not intended for holding concert events, according to the conclusion of the relevant committee.
Additionally, as noted by Senator Talgat Junusov, amendments were made to the bill concerning the mandatory informing of viewers about the use of phonograms during the performance of musical works and at mass cultural events in accordance with established legislation.
The document also provides that akimats will receive powers to manage library funds, and state libraries will be able to organize and conduct educational and cultural events, providing their premises for this purpose.

Students studying on grants and receiving state benefits who are raising children with disabilities or caring for first-group disabled individuals will be exempt from mandatory service. There are also provisions for deferrals from service for those who have completed their studies in residency, master's, doctoral, or postdoctoral programs abroad.
Earlier, it was noted in the Mazhilis that the new law allows sanitary and epidemiological services to conduct inspections of school cafeterias and summer camps without prior notice.
