The law is part of a broader legislative framework that includes amendments to the law "On Amendments and Additions to Certain Legislative Acts of the Republic of Kazakhstan on Archival Affairs and Restrictions on the Distribution of Illegal Content." It prohibits any forms of propaganda for LGBT and pedophilia, including the use of internet resources.

The initiative to ban LGBT propaganda was proposed a year and a half ago when citizens of Kazakhstan organized a petition with the corresponding demand. After the amendments were approved by the lower house of parliament, the bill was scheduled for discussion in the Senate on December 4, but the meeting was postponed to December 18 due to the need for additional changes to other legislative acts.

Kazakhstan's Deputy Prime Minister for Culture and Information, Yevgeny Kochetov, stated that a fine of $140 could be imposed for the distribution of prohibited content, and for repeated violations, the fine could be $280. Additionally, for violations of this law, administrative detention for up to 10 days may be imposed.
