Pope emphasized that civilians and their shelters should not be subjected to military attacks. She noted that many of the affected had to flee with only the clothes on their backs and are now living in tents that cannot protect them from bombings.

Every year in Lebanon, over 800,000 people become internally displaced persons. Approximately 125,000 of them are in state shelters, while the rest live with relatives and friends or remain homeless on the streets. The country's infrastructure and social services, already weakened by previous conflicts and the economic crisis, are facing significant difficulties.

The International Organization for Migration has called on all conflicting parties to adhere to the norms of international humanitarian law and ensure unimpeded access for humanitarian organizations to those in need of assistance.
