The Kyrgyz delegation held an informal meeting with the representative of the hosts of the climate conference in Paris.

First of all, Ms. Kensi expressed her gratitude for the commitment to the idea of climate preservation and particularly noted that the French side was pleased with the arrival of the President of the Kyrgyz Republic, Almazbek Atambayev, at the conference.
Then, the Ambassador inquired about the main national interests that the Kyrgyz delegation is promoting at the conference. She was also interested in the opinion of Kyrgyzstanis regarding how successful they consider the climate negotiation process in Paris.
In turn, the Director of the State Agency for Environmental Protection and Forestry under the Government of the Kyrgyz Republic, Sabir Atadzhanov, noted that the delegation members are participating in discussions and emphasized that the position of Kyrgyzstan was articulated in the President's speech.
Sabir Atadzhanov also reminded that at the last meeting with Berenjere Kensi (the Ambassador visited Bishkek on an official visit in September 2015), the discussion was about ensuring that climate goals take into account parameters based on emissions per capita.
“Kyrgyzstan has low emissions, but nonetheless we set tasks for their further gradual reduction – to 1.58 tons of CO2 per capita,” continued the Director of the State Agency for Environmental Protection and Forestry. He noted that the commitments – in percentage terms – of some countries to reduce greenhouse gases are impressive, but when you convert these figures to per capita calculations, it amounts to 10-15 tons of CO2 per person.
“Our country has calculated what we can specifically do ourselves in adaptation actions, and what external assistance we would like to rely on. We believe that similar calculations are needed for other countries to understand what resources are required for specific climate actions,” said S. Atadzhanov.
The Director of the State Agency for Environmental Protection and Forestry emphasized that Kyrgyzstan expects the principle of fairness to be fulfilled and that developed countries will be more active in transferring green technologies to developing countries. “We need to continue developing, but we want to achieve development goals using not gray, but green technologies,” he said.
The Director of the Climate Change Center in the Kyrgyz Republic, Zuhra Abaykhanova, added that “we want the voice of Kyrgyzstan, which proposes calculating a long-term trajectory for national climate actions, to be heard and for the goal of not exceeding 2°C to be achieved by the middle of the century.”
Ms. Kensi also emphasized that EU countries set ambitious goals – aiming for a per capita greenhouse gas emission target of 2 tons. “We also recognize that per capita calculations will bring more fairness to climate actions,” she said.
The Ambassador then added that today developed countries face the task of helping developing countries by transferring technologies that will truly help achieve development goals. It is very important that developed countries are responsible when transferring technologies to ensure that, while helping development as a whole, they also contribute to fulfilling the emission reduction commitments that developing countries undertake.
It is worth noting that the authorized Ambassador of the French Republic for the preparation of the 21st Conference of the Parties to the UNFCCC, Ms. Berenjere Kensi, visited Kyrgyzstan on an official visit at the end of September. She participated in the meeting of the Climate Change Coordination Commission, where the Intended Nationally Determined Contribution of Kyrgyzstan to the 2015 Paris Agreement was approved.
“France is very interested in Kyrgyzstan's contribution. The country's desire to show a trajectory of long-term vision for national actions to prevent climate change and enhance climate resilience is especially valuable,” said the Ambassador at that time.
Then, speaking at a seminar with representatives of ministries and agencies, the expert community, and development partners, the authorized Ambassador of the French Republic for the preparation of the 21st Conference of the Parties to the UNFCCC, Ms. Berenjere Kensi, emphasized: “By adopting its national contribution this morning, Kyrgyzstan has shown that it is interested in this work. Those who participated in the preparation of this document should be proud of what they have done. And I thank them for this work on behalf of all the children of planet Earth!”
