He noted that at the beginning of this year, the State Agency for Architecture, Construction, and Housing and Communal Services was transformed into a ministry by presidential decree. This change affected both the structure and the operational procedures of the agency.
According to Oruntaev, one of the significant steps within the framework of the reforms implemented during this period was the transition to self-financing. Currently, about 3,000 employees of the ministry are already working under such conditions, which means the cessation of salary payments from the budget. Only one department remains, which will also transition to self-financing starting January 1, leading to the termination of funding for its employees from the state budget. This approach has not only allowed for salary increases but also improved the quality of services and created conditions for combating corruption.
Furthermore, the minister added that over the year, many procedures have been digitized, which has contributed to reducing costs and enhancing the quality of services provided. Changes have also affected licensing and certification issues. Previously, the revenue from the ministry's services amounted to 1 billion soms, but now this figure has increased to 2 billion.
