Mamataliyev emphasizes that healthcare costs associated with these threats are becoming an unbearable burden for the budget of Kyrgyzstan. Reducing emissions from vehicles is seen as an investment in the health of citizens and a way to reduce future costs for treating chronic diseases.
In this regard, the deputy proposes to amend the Law "On Road Traffic in the Kyrgyz Republic" to establish mandatory requirements for the technical condition of vehicles. This should ensure road safety and compliance with criteria aimed at reducing negative environmental impact.
All vehicles that are required to have a catalyst or other toxicity reduction system must be equipped with them and maintained in good working order. They are also subject to mandatory technical inspection.
An important part of the technical inspection will be checking compliance with environmental standards, which includes:
- for vehicles with catalysts or particulate filters — checking their presence and condition, as well as instrumental monitoring of harmful emissions levels;
- for other vehicles — monitoring compliance with established emission standards.
The technical inspection confirms the vehicle's compliance with environmental standards.Operation of vehicles that do not meet environmental criteria will be prohibited. The government will determine the list of malfunctions that will make the operation of such vehicles impossible.
Additionally, it is proposed to introduce a provision in the Code of Offenses stating that driving a vehicle that does not meet mandatory environmental requirements regarding the presence and functionality of a catalytic converter or other equipment will result in a fine: for individuals — 100 calculation indicators (10,000 soms), for legal entities — 350 calculation indicators (35,000 soms).
If a false document regarding the vehicle's compliance with environmental requirements is presented or information necessary for the technical inspection is concealed, the fine will be 150 calculation indicators (15,000 soms) for individuals and 500 calculation indicators (50,000 soms) for legal entities.
Services for removing, blocking, or simulating the operation of a catalyst, particulate filter, or other systems that lead to exceeding emission standards will also be subject to a fine of 300 calculation indicators (30,000 soms) for legal entities, along with the confiscation of equipment used for the offense.
