The old vehicle fleet intensifies smog in Kyrgyzstan. What have the officials come up with?

In Kyrgyzstan, an interdepartmental commission has been established to improve air quality. This was announced at a briefing by Nursultan Tashybek uulu, head of the atmospheric air protection department at the Ministry of Natural Resources, Ecology, and Technical Supervision.

According to him, initiatives have already begun to be implemented, and the powers of the commission have been significantly expanded.

“Previously, we focused on Bishkek and the Chui region. Now we intend to extend our experience to other major cities, such as Osh and Manas, where we have intensified our efforts this year. The problem of air pollution is relevant not only in the winter period but throughout the year. Temperature inversion makes smog more noticeable in winter,” noted Tashybek uulu.

He also emphasized that the main cause of air pollution is the residential sector, which uses solid fuel during the heating season.

“With the increase in residential areas, especially after the administrative-territorial reform, Bishkek has expanded, and now there are over 100 residential areas in the capital. Therefore, the interdepartmental commission focuses on gasification, which is an international practice,” he added.

In Kyrgyzstan, there are over 1.8 million registered vehicles, of which more than 80% have been in operation for over 15 years.
“Old cars often lose their catalysts, which are bought and sold. We are also tackling this problem by conducting raids to identify buying spots. Citizens need to understand that having a catalyst is mandatory, and it must be in working condition. Currently, there is no technical inspection for individuals, so the Ministry of Economy, at the government's request, is tasked with developing a mechanism to check catalysts during the registration and re-registration of vehicles. This is necessary to improve the environmental situation in major cities, as many families own not one but two cars. Catalysts must effectively filter exhaust gases,” explained Tashybek uulu.

He added that after the document is finalized, it will undergo public discussion and coordination with government agencies. A decision on this matter is expected to be made in 2026.
