The Ministry of Justice has developed amendments to the Law "On Advocacy and Advocacy Activities," which propose the creation of a registry for legal representatives.

At a meeting of the committee on constitutional legislation, state structure, local self-government, and the regulation of the housing code, Deputy Minister of Justice Orozbek Sydykov stated that legal representatives will be able to act in civil and administrative proceedings by proxy, just like lawyers.

The proposed amendments will also affect the Civil Procedure, Administrative Procedure, Criminal Procedure Codes, and the Code on Offenses, where it will be specified that legal representatives have the right to appear in court.

Any capable individuals registered in the registry will be able to become legal representatives, provided that they:


“Currently, the law allows any adult to be a representative in court, even an electrician. We receive numerous complaints about those who cannot provide qualified assistance in court. Citizens should have access to professional support. If someone wants to represent themselves, they have the right to do so. However, if help is needed, they can entrust the case to a legal representative. The decision on the cost of the service remains with the parties,” noted the deputy minister.

Deputy Kubanychbek Samakov expressed opposition to the bill, believing that the proposed norm would limit access to legal services.

Previously, MP Dastan Bekeshev emphasized that after the adoption of this bill, legal services may become more expensive.

As a result of the discussion, the deputies supported the draft law.
