
On January 29, 2026, the Minister of Health of the Kyrgyz Republic, Kanibek Dosmambetov, officially introduced the new head of the State Enterprise "Kyrgyzpharmacy" — Bolot Tologonovich Junusov. His appointment was the result of a cabinet decision.
In his address, the minister emphasized that the current situation in "Kyrgyzpharmacy" requires urgent and serious measures. Recently, the enterprise, responsible for supplying medicines and medical products to all healthcare institutions in the country, has faced systemic problems. Although funding is available, its effectiveness is minimal. Purchases are not being made, deadlines are not being met, leading to a shortage of vital medicines and equipment for the population and medical institutions.
Dosmambetov highlighted that the roots of the difficulties lie not in external factors, but in internal shortcomings: ineffective management, conflicts of interest, and the involvement of previous leaders in schemes with pharmaceutical companies. In this regard, special attention was paid to the independence and integrity of the candidate when selecting the new director. Junusov has no ties to industry structures and possesses experience in public service, international diplomacy, and crisis management.
Furthermore, the minister noted that a second deputy director will be appointed for balanced management, who will be chosen from experienced pharmacologists and will head the areas related to procurement and pharmaceutical supply. This decision will improve control over pharmaceutical processes and ensure that products meet WHO standards and procurement requirements.
One of the top priorities for the new leadership will be to establish direct contacts only with verified manufacturers, to refuse purchases through intermediaries, and to prohibit transactions with "one-day firms" that disappear after delivery, leaving the country without necessary services and guarantees. Purchases of medical equipment should be made from reliable global manufacturers offering warranties for more than 15 years. It is important not only to save costs but also to acquire goods based on international non-proprietary names (INN), excluding brand imposition. Each tender should be based on the real needs of the healthcare system, not on the interests of individual companies.
The minister also emphasized the need to reform the logistics and pharmacy network "El Aman." The immediate plans of the State Enterprise "Kyrgyzpharmacy" include obtaining a state loan of 2 billion soms, of which 500 million will be directed towards the development of the pharmacy network "El Aman" to provide the population with affordable and quality medicines. A centralized service unit for the technical maintenance of medical equipment will be created in parallel, and medical engineers will be introduced into the staff of hospitals.

Education: graduated from the Kyrgyz State National University with a degree in "historian" and from the Diplomatic Academy of the Ministry of Foreign Affairs of the Russian Federation.
Work experience: worked in business, served as the Extraordinary and Plenipotentiary Ambassador of Kyrgyzstan to Russia, and was also the first deputy head of the government apparatus of the Kyrgyz Republic.
