"Systemic Crisis at 'Kyrgyzpharmacy': Health Minister Demands Radical Changes from New Leadership of State Enterprise"

Kanybek Dosmambetov, the Minister of Health of Kyrgyzstan, introduced the new director of the State Enterprise "Kyrgyzpharmacy" — Bolot Tologonovich Junusov, who was appointed to this position by the directive of the Cabinet of Ministers.

During his speech, the minister emphasized that "Kyrgyzpharmacy" needs urgent and serious reforms. The enterprise has an important task — to provide all medical institutions in the country with quality and affordable medicines, but in recent years it has faced systemic problems. Despite the availability of funding, the effectiveness of operations remains low, leading to disruptions in procurement and delays in the supply of vital medications and equipment.

Kanybek Dosmambetov noted that the root causes of the crisis lie not in external factors, but in internal management issues: insufficient qualifications of management, conflicts of interest, and the involvement of former leaders in schemes with pharmaceutical companies. Therefore, an important criterion for the new appointment was the candidate's independence from the pharmaceutical industry. Bolot Junusov has experience in public service, international diplomacy, and crisis management, making him suitable for this role.

The minister added that to ensure balanced management, a second deputy director will be appointed, who will be responsible for pharmaceutical supply and procurement. This specialist, among professional pharmacologists, will help establish control over all aspects related to pharmaceuticals, including compliance with World Health Organization standards.

One of the main tasks of the new leadership will be to establish direct connections with verified manufacturers and to refuse purchases through intermediaries. The minister emphasized the need to stop the practice of acquiring medical equipment from unreliable companies that disappear after fulfilling deliveries. It is important to focus on reliable manufacturers that provide long-term guarantees for their products. Equipment should also be purchased based on international non-proprietary names (INN) to avoid manipulations and brand impositions. Each tender must meet the real needs of the healthcare system, not the interests of individual commercial entities.

Kanybek Dosmambetov stressed the necessity of reforming the logistics and pharmacy network "El Aman." In the near future, "Kyrgyzpharmacy" plans to attract a state loan of 2 billion soms, of which 500 million will be directed to support the pharmacy network to ensure the population has access to affordable and quality medicines. At the same time, there are plans to create a centralized service unit for the technical maintenance of medical equipment and to introduce medical engineers into hospitals.

• Education: Graduate of the Kyrgyz State National University with a degree in "historian" and the Diplomatic Academy of the Ministry of Foreign Affairs of the Russian Federation.

• Work experience: Worked in business, served as the Extraordinary and Plenipotentiary Ambassador of Kyrgyzstan to Russia, and was the first deputy head of the government apparatus of the Kyrgyz Republic.

This appointment is driven by the current tasks related to the development and effective functioning of the state pharmaceutical enterprise.
