
In the first reading, the Jogorku Kenesh supported the draft law concerning amendments to several legislative acts of the Kyrgyz Republic, including the Code on Non-Tax Revenues, the Code on Offenses, and the Law on Universal Military Duty, as well as on military and alternative services.
The Minister of Defense, Ruslan Mukambetov, reported that the main goal of this draft law is to establish new contribution amounts for citizens undergoing alternative service, as well as for the mobilization reserve and the training of reserve officers.
In particular, it is proposed to increase the amount of mobilization reserve contributions to 750 calculated indicators, which amounts to 75,000 soms, instead of the current 500 calculated indicators (50,000 soms). It is also planned to raise the cost of training under the reserve officer program from 70,000 to 90,000 soms.
The changes will also affect alternative service. For citizens called up for family reasons, the contribution amount will increase from 18,000 to 25,000 soms, while for citizens with health restrictions — from 25,000 to 50,000 soms. A similar increase — from 25,000 to 50,000 soms — is also provided for those who belong to religious organizations that prohibit the carrying of weapons.
Additionally, it is planned to increase the contribution for enrollment in the second category reserve from 25,000 to 50,000 soms. This applies to citizens over 25 years old who have not undergone military or alternative service and do not wish to undergo mobilization reserve training, provided there is no data on attempts to evade conscription.
The Ministry of Defense also intends to tighten responsibility for non-compliance with military registration rules, proposing to increase the fine from 10 calculated indicators (1,000 soms) to 100 calculated indicators (10,000 soms).
In the justification for the draft law, it is stated that the existing calculated indicator amounts were established in 2017, and their revision is due to economic growth and inflationary processes.
