The Ministry of Education Proposes New Rules for Appointing Directors of Schools, Kindergartens, and Vocational Schools

The Ministry of Education has proposed to implement a unified approach to the competitive selection of directors for all state and municipal educational institutions, including kindergartens and vocational colleges. The draft of the corresponding decree is available for public discussion.

In the department, it is emphasized that the existing different rules for various levels of education create confusion and hinder the implementation of a unified personnel policy.

According to the new project, an electronic reserve of teaching staff will be created, which will automatically include candidates who have successfully passed testing and meet the qualification requirements.

"This will ensure the availability of a ready-made 'database' of specialists, allowing for the quick filling of vacant positions. The personnel reserve will help increase the stability of the system, reduce the risk of a shortage of managers, and create long-term prerequisites for the development of education," the document's explanation states.

The platform "Mugalim," which is integrated with the "Tündük" system, will be used for conducting the competition and forming the reserve. This platform allows for document submission, information verification, testing, job postings, and the formation of a personnel reserve.

A key element of candidate evaluation will be testing. Interviews will be excluded, which will help minimize subjective factors and corruption risks. The decision to include someone in the reserve will be made solely based on the knowledge and competencies of the candidate.

Management skills of candidates will also be of great importance: they must have a good understanding of legislation, pedagogy, psychology, management, finance, and IT technologies. According to the Ministry of Education, this will help form a body of managers capable of effectively organizing the educational process and ensuring a high level of education.

The ministry believes that the new order consolidates previously existing disparate rules into one document, eliminating contradictions and simplifying oversight from the department.

Additionally, the presence of a reserve opens up opportunities for online and offline training of candidates, enhancing their qualifications and professional retraining, which will prepare future leaders for effective work in their positions.
