Private medical practice in the Kyrgyz Republic is set to be strictly regulated.

A draft resolution concerning the procedure for conducting private medical practice in Kyrgyzstan has been submitted for public consideration.

This document was developed in accordance with Article 21 of the Law "On the Protection of Citizens' Health in the Kyrgyz Republic" and aims to establish uniform standards for private medical institutions and physicians.

As stated in the explanatory note, the main reason for creating this draft was the numerous violations identified in the private healthcare sector. In 2025, the Ministry of Health conducted inspections of 311 private clinics.

Of these, 147 clinics operated without the necessary permits, and fines totaling 13 million soms were imposed on 220 institutions.

According to the draft, private medical activities will only be permitted with a license. All clinics and physicians will be required to enter into contracts with patients, publish open price lists for services, and inform in advance about the total cost of treatment.

In addition, mandatory digital registration of all participants in private medicine in a unified state register will be introduced. There will also be a requirement to provide reporting similar to that which exists in the public healthcare system.

The resolution defines the conditions for access to private practice, including requirements for individuals with education obtained abroad and foreign citizens. Special attention is given to protecting patients' rights and strengthening state control while maintaining entrepreneurial freedom.

If the draft is approved, it will come into effect ten days after its official publication.
