Nurlan Sadykov: The Reform of the GKNB Will Be a Test of the State's Maturity
In a comment for 24.kg, lawyer and chairman of the Abdykerim Sydykov Foundation, Nurlan Sadykov, expressed the view that the measures proposed by the head of state resemble a "political thaw" of the Soviet era, when people suffered from political repression and the NKVD persecuted individuals for their opinions.
“If back then the NKVD punished citizens for their political beliefs, now we are witnessing pressure on businesses. Unfounded criminal cases not only affect the fates of individual people but also paralyze the system of state governance. Officials, fearing repression, are reluctant to make independent decisions,” he noted.
Sadykov provided an example: the law on "dacha amnesty," adopted in 2024, has yet to be implemented, as state registrars are under threat of repression even when acting within the law. This leads to stagnation and creates a sense of uncertainty about the future among civil servants,” he added.
According to him, important questions arise in society: “Why did the prosecutor's office not exercise proper oversight over the work of the SCNS?” and “Why did the courts not dare to assess the actions of law enforcement agencies?”
“The resignation of the speaker of the Jogorku Kenesh demonstrates that the president takes insufficient parliamentary oversight seriously. There must be effective parliamentary control over the enforcement of laws in the system of state governance. We cannot allow the balance of power to be violated, enabling officials to combine security and police functions while controlling judicial activities,” emphasized Nurlan Sadykov.
In this context, he believes that the president's concern about the reform of the SCNS is relevant, as society expects the actions of law enforcement agencies to strictly comply with the law.
