At the disarmament conference held in Geneva on February 23, 2026, the Minister of Foreign Affairs of Kyrgyzstan, Jeenbek Kulubaev, delivered his speech at the high-level event, marking a historic moment for the country, according to information from the press service of the Ministry of Foreign Affairs of the Kyrgyz Republic.

In his speech, the minister emphasized that the modern global security system is undergoing significant changes, including a rise in distrust between countries, the weakening of existing treaty norms, and rapid advancements in military technologies that often outpace international legal standards.

Kyrgyzstan expressed particular concern regarding the expiration of the START III treaty and the lack of a new framework to maintain strategic stability and deterrence among nuclear powers. Kulubaev also noted the crisis in the architecture of European security and the decline of trust and transparency measures, urging all stakeholders to reconsider their approaches to prevent new serious conflicts.

The minister also highlighted Kyrgyzstan's firm intention to completely renounce weapons of mass destruction, reminding of the country's accession to the treaty banning nuclear weapons in 2025. He expressed support for the Comprehensive Nuclear-Test-Ban Treaty (CTBT) and non-proliferation efforts, emphasizing that Kyrgyzstan will persistently advocate for a world free of nuclear weapons.

Furthermore, Kulubaev underscored the importance of nuclear-weapon-free zones as spaces of trust and global risk reduction. In this context, he announced Kyrgyzstan's initiative as a depositary and one of the founders of the treaty establishing a Central Asian nuclear-weapon-free zone, aimed at strengthening institutional foundations and expanding cooperation with the UN system.
