In the BGC, the escape of teenagers from the "Akniyet" center was discussed

At a meeting of the permanent commission on social issues of the Bishkek City Council, the director of the "Akniyet" center, Zhainagul Jumabekova, characterized the mass escapes of adolescents as a "choice" made by the children themselves.

She added that this problem is longstanding and has a chronic nature.

This statement raised questions among the deputies, who inquired whether the management of the center bears responsibility for its charges and whether measures are being taken to analyze the situation and address problems within the system.

In response to the criticism, Zhainagul Jumabekova confirmed her responsibility for what is happening.

Last December, by the decision of the deputies, a social development department was created, which reviewed the personal files of all children in the center. As a result of this review, two educators received disciplinary sanctions.

Vice Mayor Victoria Mozgacheva explained that "Akniyet" is not a closed institution.

“Children do not run away from the center itself, as it is not a closed facility. They can leave for classes in schools. Problems arise when a child does not reach the educational institution or does not return,” the vice mayor noted.

She also explained that children sent to "Akniyet" are those who find themselves in difficult life situations, including those prone to vagrancy or who infringe the law. Some minors are there due to family violence, as well as those who have been detained for offenses.

According to data from the social development department, among the missing adolescents are 15-year-olds who consciously left the center. They were aware of the court proceedings, and one of them was supposed to be transferred to a boarding school after the decision to terminate parental rights came into effect on April 19.

However, the deputies did not find these explanations satisfactory. They emphasized the need for more attentive care for the children and increased oversight of the educators by the director of "Akniyet".

In Bishkek, there are two institutions for children in difficult situations: "Akniyet" with 74 places and "Aidanek" with 45 places, where there are currently 36 and 33 children, respectively.

Deputy Kazybek Ergeshov suggested considering the possibility of merging the two centers, but Victoria Mozgacheva objected, explaining that occupancy changes, and these institutions are created to protect the rights of minors, not for profit.

It is important to note that from January 20 to February 19, eight adolescents left the "Akniyet" center, four of whom were found on February 24.
