The Service of Judicial Executors, operating under the General Prosecutor's Office of the Kyrgyz Republic, has issued official clarifications regarding temporary restrictions on citizens' travel outside the country.

According to current legislation, travel restrictions can be imposed for several reasons. The procedure for lifting this restriction depends on the type of debt.

Reasons for Imposing Restrictions by Judicial Executors
Judicial executors may decide to impose a travel ban in the following situations:

In cases of offenses (fines from government agencies, including traffic violations)


If the decision to collect a fine has come into effect and has not been executed within the established timeframe, a restriction is applied. To lift it, full repayment of the debt is required. Payments made through mobile applications are processed within 24 hours, after which the information is updated automatically, and the ban is lifted.

In court decisions regarding unfulfilled obligations (debts, alimony, taxes, loans)


Within the framework of enforcement proceedings, the restriction can be lifted upon full repayment of the debt, at the request of the creditor, or as a result of terminating the proceedings in accordance with the law.

Restrictions by Law Enforcement and Other Agencies
The Service of Judicial Executors noted that it is not responsible for restrictions imposed by other state agencies. In the case of criminal proceedings or court disputes, a ban may be established by law enforcement agencies or the court. In such cases, the issue of lifting the restriction is resolved exclusively by the agency that imposed it.

The agency recommends that citizens check for outstanding debts in advance before planning trips. Timely fulfillment of obligations will help avoid problems with the realization of the constitutional right to freedom of movement.
