In accordance with Presidential Decree No. 22, a comprehensive evaluation of the work of the heads of both state bodies and local self-government bodies was carried out.
During the assessment, 86 heads were reviewed. The results were as follows:
- 64 heads successfully passed the assessment.
- 22 heads were unable to pass the assessment due to insufficient experience (less than 6 months).
The results of the assessment showed:
- 44 heads received ratings of "Excellent/Good".
- 19 heads were rated "Satisfactory".
- One head received a rating of "Unsatisfactory".
Among the bodies whose heads demonstrated high results were:
- The Supreme Court of the Kyrgyz Republic and the Constitutional Court of the Kyrgyz Republic;
- The Accounts Chamber of the Kyrgyz Republic and the Ombudsman Institute (Akıykatçı);
- The city administrations of Osh and Kochkor-Ata;
- The administrations of the districts: Toguz-Torou, Kochkor, Chon-Alaï, and Ak-Suy.
The head of the Ak-Suy District State Administration in the Issyk-Kul region is Adilet Karybekov. He was born on September 18, 1990, in the city of Balykchy.
In 2013, Adilet graduated from the Kyrgyz State Law Academy with a degree in "Customs Affairs" and became a qualified lawyer. In 2024, he completed a course on "Effective Management in State and Municipal Service". In 2019, he participated in training sessions organized by the Hanns Seidel Foundation in Germany, where he studied issues related to the development of "smart cities," sustainable development, and tourism marketing.
Adilet Karybekov began his career in 2010 as a sports instructor. Later, he worked as an assistant lawyer in Karakol, where he gained experience in the legal field.
In 2017, Adilet held the position of chief specialist-lawyer in the Tepkoklyuchensky ayil okmotu and was also elected chairman of the ayil council, where he oversaw legality and interaction with the local population. From 2017 to 2023, he worked as a chief specialist on legal issues in the Ak-Suy District State Administration, dealing with legal expertise and legislative drafting.
Since March 22, 2023, Adilet Karybekov has headed the apparatus of the Ak-Suy District State Administration, where he coordinates internal processes, personnel policy, and control over the execution of assignments.
Adilet has received several honorary awards, including:
- Honorary certificates from the authorized representative of the president in the Issyk-Kul region.
- Departmental certificates from the Ministry of Justice for the Issyk-Kul region.
- The Ministry of Internal Affairs of the Kyrgyz Republic medal "For Assistance".
- A number of honorary certificates from the district administration and public organizations.
