Expert on why the Nationwide Testing cannot be free

Myza Karimov, an education expert, shared his opinion with 24.kg on the impossibility of free nationwide testing (ORT).

In his view, testing conducted in other countries is always paid for.


“The government, by financing the service, can set its own conditions. It is important to remember that the funds for this come from the pockets of taxpayers, and therefore, we, the taxpayers, will be paying for the ORT,” the expert noted.

He also pointed out that the ORT is carried out by an independent testing service; however, it may be subject to pressure, which exists even now. Although this organization does not receive funding from the government, it pays taxes and rents premises.

Expenses related to testing include transportation costs, the cost of paper, salaries for administrators, and airfare for their trips to the regions.

“It is important to remember that without the testing service, students from the regions would have to make their own way to the capital to take the tests. For example, a one-way ticket from Batken to Bishkek costs about 4,500 soms. Moreover, applicants cannot fly alone and need accompaniment. In Bishkek, they will have to look for temporary housing and pay for meals. The testing service allows them to take the ORT in their home schools or district centers,” he added.

Myza Karimov also noted that the ORT can be compared to any other paid services, such as hairdressing services.

“The government does not pay for your hairdresser’s services. Every parent must take responsibility for their child's education. If a person has become a parent, they must provide their child with the opportunity not just to exist, but to live a full life. A good education requires investment. Many parents complain about the high prices of tutors, but it is their choice to send their children to classes or to teach them themselves. Every student has access to the internet and mobile communication, and money is spent on that. And how much do we spend on weddings, holidays, and other events?” the expert concluded.

Interestingly, in May 2025, many applicants tried their hand at three, and some even at six or seven subjects during the nationwide testing.

Myza Karimov reminded that no one is obliged to take tests in several subjects — it is enough to choose one, and for medical students — two.

“Today, times have changed, and higher education is not mandatory for everyone. Even with a Harvard diploma, one can face difficulties in finding a job if they lack practical skills. Instead, one can obtain vocational education and earn,” he summarized.

Interestingly, Deputy Dastan Bekeshev proposed that the government itself finance the ORT. He noted that the cost of the test has increased from 200 to 470 soms per subject and expressed the opinion that this is a significant amount for low-income families.

In fact, the cost of the main and subject tests has remained unchanged at 470 soms in recent years. This year, only the test in the state language has increased from 200 to 470 soms, which is related to inflation and rising service costs.
