In Osh, a check has begun regarding the legality of building constructions near facility No. 25 of the State Penitentiary Service.

This issue was raised during a raid conducted on February 16, 2026, by former mayor Jenishbek Toktorbaev, who inquired about the status of residential and social facilities located near the regime institution.

During the raid, Toktorbaev suggested relocating local residents so that the vacated area could be used for placing bus stops and parking lots.



On March 10, 2026, the Osh Regional Department of Urban Planning and Architecture stated that this plot of land is not a public area but belongs to the pre-trial detention center No. 25. This statement raised many questions among the population: if the area is closed, then why are sanitary protection norms not being observed, and how did citizens gain access to construction on protected land?

Lawyer Zhyldyz Kadyrova noted that according to legislation, the sanitary protection zone around places of deprivation of liberty should be at least 100 meters. “In this zone, the construction of residential buildings, schools, kindergartens, hospitals, and other public institutions is prohibited. These requirements are outlined in urban planning legislation and the epidemiological norms of the Cabinet,” she explained.



Currently, there are private shops, catering establishments, and the "Ak-Zholtoy" kindergarten near pre-trial detention center No. 25, which is reportedly under the jurisdiction of the Osh City Police Department. The State Penitentiary Service promised to provide information on the legality of all facilities in this area soon.

The question of relocating pre-trial detention center No. 25 outside the city has been discussed for several years, as the building is located in the historical center of Osh and was built in the 19th century. Local residents refer to it as "Kamchybek's prison."

According to historical data, in the 1890s, Kamchybek, the son of Alymbek Datka and Kurmanjan Datka, built a caravanserai for merchants here. Later, the building was converted into a pre-trial detention center. According to some reports, in 1894, Kamchybek himself, accused of murdering Russian customs officials, was detained in this building.
