Since Kyrgyzstan became an independent state, 40 kindergartens in Osh have been transferred to private ownership. This was reported by Tynchtykbek Bektaştegin, the head of the city education department.

As of 1991, there were 71 state kindergartens operating in Osh. However, from 1991 to 2004, 40 of them were privatized. "In 1991, there were 71 kindergartens in Osh. By 2004, 40 of them had become private. The return of these institutions to municipal ownership only began in 2011-2012. Since then, we have managed to return 9 kindergartens, including a kindergarten with 280 places on Kokum-Biy Street. Currently, 31 kindergartens are still in private hands," he noted.

According to available data, of the remaining 31 kindergartens, 16 are under the control of various state institutions, including an AIDS center, an oncology hospital, and several university faculties. Approximately 15 kindergarten buildings are being used as production facilities or for other needs.

Tynchtykbek Bektaştegin also mentioned that the Osh mayor's office and the city council are taking active steps to reclaim kindergartens through the courts. After the buildings are returned, they undergo major repairs, after which they are handed over to the education department.

Additionally, he added that since 2009, new kindergartens have been opening in the city. As a result, there are currently 70 state kindergartens operating in Osh, as well as over 80 private preschool institutions.
