The impact of satellite internet on government regulation



Recent events in Iran have once again raised questions about control over satellite internet. The country's security forces reported the dismantling of a network that used illegal Starlink terminals, seizing hundreds of devices in the process. Authorities noted that such activities pose a threat to national security and may be linked to foreign intelligence services. This incident prompts neighboring countries, including Kyrgyzstan, to consider the potential consequences of implementing such technologies.



Iran: Connection or Threat to Stability?


According to official data, the confiscated devices in Iran were used to bypass state internet restrictions, and some users are suspected of transmitting classified information abroad. Regardless of the truth of these claims, the situation in Iran clearly illustrates that in conditions of geopolitical instability, alternative communication channels can become tools of destabilization.



Regional experts express concern, as Western media reports suggest that these devices were deliberately delivered to Iran to sustain protest sentiments while bypassing state structures. Thus, technological progress creates a new reality where the issue is not only access to information but also the ability of the state to protect its information sovereignty.



Risks for Kyrgyzstan


Studying the events in Iran allows us to identify several areas where the emergence of Starlink could pose problems for Kyrgyzstan.



Political stability. Kyrgyzstan's history has seen instances of power changes amid mass protests. In such conditions, uncontrolled satellite internet could become a channel for rapid mobilization of the population, allowing opposition groups to coordinate their actions while circumventing legislation. Interested destabilizing forces abroad could gain direct access to the audience without interference from state authorities.



Security threats. The vulnerability of the southern regions of the country—Batken, Osh, and Jalal-Abad—is particularly concerning. Radical groups may use satellite communication to recruit youth, spread extremist ideas, and coordinate the actions of hidden cells. Additionally, criminal structures could conduct financial operations, including shadow schemes with cryptocurrencies, outside the control of law enforcement agencies.



Digital sovereignty. Starlink is an American technology subject to U.S. laws. The widespread use of such devices in Kyrgyzstan would result in a significant portion of internet traffic leaving the national jurisdiction. Consequently, the country loses the ability to monitor and regulate the information space and may face risks of disconnection or restricted access to services based on decisions made by a foreign company in critical situations.



Finding a Balance Between Progress and Control


Satellite internet indeed has enormous potential for the development of remote regions, education, and business. In countries with established democratic institutions and a high level of legal culture, it becomes a catalyst for progress. However, for states with emerging political systems and existing social contradictions, the implementation of such technologies without an appropriate legal framework can pose serious risks.



The Iranian experience shows that the problem lies not in the technology itself, but in the conditions of its application. Kyrgyzstan needs to proactively develop a regulatory system that will allow it to effectively leverage the advantages of satellite internet while minimizing threats to national security. This requires establishing clear rules for the import and use of equipment, enhancing cybersecurity levels, and fostering active international cooperation in this area.



Only a thoughtful and balanced approach to the implementation of new technologies will help Kyrgyzstan avoid negative scenarios and transform satellite internet from a source of chaos into a tool for sustainable development.
