In Kyrgyzstan, the number of prisoners in jails is decreasing, and the rate of recidivism has declined.

A positive trend is observed in the country: the number of people in places of deprivation of liberty is decreasing, and the level of recidivism has significantly reduced. This was stated by Ayaz Bayetov, Deputy Chairman of the Cabinet of Ministers and Minister of Justice, at an event summarizing the "Justice for All" (JUST4ALL) project.

The Minister noted that the project is the result of cooperation between Kyrgyzstan and the European Union.

“This is a long-term initiative implemented by the United Nations Office on Drugs and Crime in collaboration with the Ludwig Boltzmann Institute of Human Rights. Within its framework, the digitization of the judicial system has been carried out, as well as important work in the field of probation, which facilitates the process for both government agencies and citizens,” he added.

This digitization has allowed citizens to serve their sentences outside prison walls under the supervision of the relevant authorities, which has contributed to a significant reduction in the number of inmates and, consequently, a decrease in recidivism. Digitization has proven to be a key element in the fight against crime.

As a result, there is no increase in the number of inmates in Kyrgyzstan; on the contrary, their number has decreased, and the construction of mortgage houses has begun on the site of one of the colonies in Bishkek. In this context, Kyrgyzstan is becoming an example for other countries.

Moreover, the project includes the simplification of procedures and instructions, increasing efficiency in crime prevention, and active work to combat domestic violence,” emphasized Bayetov.

Draft laws concerning changes in criminal procedural legislation have been developed with the support of the head of state Sadyr Japarov and the Cabinet of Ministers.

The United Nations Office on Drugs and Crime, the Ludwig Boltzmann Institute of Human Rights, as well as the Ministry of Justice, the General Prosecutor's Office, and the Probation Department are the implementers of this project.

As part of this initiative, a unified register of crimes and offenses has been created.

At a recent meeting, the parties signed an agreement to launch the second phase of the project.
