An inclusive seminar was held in the city of Osh, dedicated to issues of interaction between national security and human rights.
The event was organized by the public foundation "Bir Duyno Kyrgyzstan" in collaboration with experts from various fields. It was attended by lawyers, human rights defenders, legal experts, as well as representatives from the Ombudsman Institute for the Osh region and civil society activists.
Experts noted that in recent years, there have been numerous changes in Kyrgyzstan's anti-extremist legislation. This circumstance, in their opinion, requires a thorough analysis of law enforcement practices, taking into account both national peculiarities and international standards.
Seminar participants emphasized the need for a unified approach to evaluating statements and materials, highlighting the importance of independent expertise. They concluded that improving methodologies and adopting a comprehensive approach could lead to a more objective analysis of cases.
The discussion also touched upon the quality of expert opinions and the division of powers between experts and the judicial system. Participants raised the issue of the necessity of involving specialists from various fields, such as linguistics and religious studies.
During the seminar, preventive measures related to education, increasing legal literacy, and developing dialogue between the state and society were also considered. Participants emphasized the support for vulnerable groups and the expansion of their participation in public life.
As a result of the meeting, a series of recommendations was formulated aimed at improving legislation and law enforcement practices, as well as strengthening mechanisms for the protection of human rights.
The organizers from "Bir Duyno Kyrgyzstan" emphasized that such expert platforms contribute to establishing professional dialogue and finding balanced solutions to issues of security and human rights.
