In social media, Murat Borombai Kalmyrza, a resident of Bishkek, shared his experience of having his car towed, criticizing the existing methods used by the services.

According to him, the incident occurred at the corner of Moscow Street and Erkindik Boulevard, where he left his car in a designated parking spot. However, it later turned out that a no-parking sign was installed in that area. As Kalmyrza notes, there were other cars parked nearby.



When he noticed that his car was missing, he had to search for its location himself. First, he contacted the 102 service, then the State Traffic Safety Department (GUOBDD), where he could not get a precise answer and only heard assumptions about possible parking locations. Eventually, he found the car at the impound lot at the intersection of Leo Tolstoy and Logvinenko Streets.

At the impound lot, according to the Bishkek resident, there was a queue of 10-15 people, and the wait took about an hour. The processing took place in a small office with two inspectors working.

His greatest dissatisfaction was with the payment system for towing. He stated that he paid 1,600 soms for the towing services, but the payment was recorded under a private individual. As the author emphasizes, he did not sign any documents and did not order the towing, which he considers to be an imposed service.

“The tow truck works for the state, not for me. Why should I pay a private individual?” the Bishkek resident questions.

Additionally, after the towing, strange noises began to appear in the car when turning, and he intends to check the technical condition of the vehicle. In this regard, Kalmyrza raises the question of who should be held responsible for any potential damage — the government authorities or the private company that carried out the towing?

He also pointed out the lack of transparency in parking payments. According to him, he was asked for cash without being issued a receipt, and the amount was stated arbitrarily.

In his address, Kalmyrza also criticizes the need for towing, suggesting alternative measures — fines without seizing the vehicle or wheel clamping. He highlights the inconsistency between statements about digitalization and the real practices that still rely on paper protocols and opaque procedures.

The author urged lawmakers to pay attention to this issue, emphasizing that such situations affect thousands of drivers.
