A red notice implies that Interpol member states must detain and possibly extradite the wanted person.
However, Interpol representative Samuel Heath confirmed that this request was rejected.
According to him, "The Interpol Constitution contains clear provisions that prohibit the use of our system for political purposes. Therefore, the request for a red notice was denied."
Despite this, according to OCCRP, the information about Tukhvatshin's wanted status remained in the databases of at least one country for some time and was marked as "under review" in another. Interpol did not clarify why this occurred.
Rinat Tukhvatshin himself, who is in exile, commented on the situation as follows: "I am very sorry that the authorities of Kyrgyzstan decided to abuse the Interpol system. This damages the reputation of our country. This mechanism should be used to find dangerous criminals, but instead, it is being used to persecute journalists. I am not afraid because I have not done anything illegal. But this is a disgrace for the country," he noted.
Earlier, on October 27, 2025, the Oktyabrsky District Court of Bishkek recognized the materials of the media projects Temirov Live, Kloop.kg (the Kloop Media Foundation), and "Ait ait dese" as extremist, as well as the activities of T. B. M. (Bolot Temirov) and T. R. R. (Rinat Tukhvatshin).
In addition, the functioning of the internet resources and pages of the media projects Temirov Live, Kloop.kg, and "Ait ait dese," related to the activities of T. B. M. and T. R. R., was prohibited, according to the official statement.
The responsibility for enforcing this decision has been assigned to the Service for Regulation and Supervision in the Field of Communications under the Ministry of Digital Development and Innovative Technologies of the Kyrgyz Republic.
