In the KR Supreme Court, a proposal from the president regarding the death penalty and amendments to the Constitution has been submitted.

The Constitutional Court has received a submission from the President of Kyrgyzstan regarding the draft law "On Amending the Constitution of the Kyrgyz Republic." According to information provided by the court, the draft proposes to amend part 1 of article 25 of the Constitution, which would allow the death penalty to be applied as an exceptional measure of punishment for particularly serious sexual crimes against children, as well as for murder related to rape. The court also reported that this initiative was prompted by the increasing number of serious crimes against women and children and is aimed at strengthening their constitutional and legal protection.

The President of the Kyrgyz Republic, relying on part 4 of article 116 of the Constitution, requested an official opinion on this draft law.

It should be noted that earlier, Sadyr Japarov proposed the idea of reinstating the death penalty in Kyrgyzstan for particularly serious crimes against women and children. This initiative was triggered by the tragedy involving 17-year-old Aysulu Mukasheva, who was kidnapped and raped on September 27 in the Issyk-Kul region, which caused a wide public outcry. At the same time, in mid-October, international human rights organizations condemned this proposal, emphasizing that the reinstatement of the death penalty would violate both the Constitution of Kyrgyzstan and the country's international obligations, without leading to a reduction in the level of violence.

Additionally, the authorities plan to withdraw the ratification of the UN protocol on the abolition of the death penalty.
